In Duval County Public Schools, 49% of elementary students tested at or above the proficient level for reading, and 58% tested at or above that level for math.
Mission – The mission of DUDL is to introduce innovative after-school parent and alumni engagement strategies that have proven impact on enhancing student reading, language arts and literacy skills.
Vision – Development of the “whole child”.
Aim – To create an unrestricted atmosphere that supports thought-provoking discussion, positive self-conceptualization and strong parental involvement throughout the learning process.

MEETING the needs of diverse learning styles
The Duval Urban Debate League (DUDL) is a public-private partnership operated by a Student-led Debate Council and Advisory Board made up of selective civic and business leaders who interface with implementation of urban debate events and activities.
Over a decade ago Duval County Public Schools launched its first ever urban debate league under the direction of Founder, Jermyn Shannon, CEO of Global Technology Education LLC and DCPS Board members Mr. Lawrence Dennis, cluster chief of DCPS Middle Schools. The Jacksonville Public Education Fund (JPEF) served as the fiscal agent for the initial pilot of the Duval Urban Debate League. Over the course of the first two years fourteen local middle schools and several extension programs provided rigorous training across language arts, reading, history, civics, and social studies to prepare participants for debate tournaments across Northeast Florida.
The kickoff of the Duval Urban Debate League in 2009 spearheaded a wave of new schools in the South who launched competitive debate teams that entered the national urban debate spotlight. Urban debate continues to grow at HBCUs and top Ivy League universities, high schools and now, middle schools across the world.
